The National Quality Framework (NQF) operates under an applied law system, comprising the Education and Care Services National Law and the Education and Care Services National Regulations.
An applied law system is a way of establishing national laws. In effect it is one law but with some varied provisions in each state or territory.
A host jurisdiction (in this case Victoria) passed a law (the Education and Care Service National Law Act 2010) and other jurisdictions adopted that law or passed corresponding legislation.
